CarbonEthics Launches Rumah Karbon Biru to Advance Community-Based Blue Carbon Rehabilitation

In Tanjungpakis, Karawang, environmental and socio-economic challenges are closely connected to everyday life. Home to more than 5,700 residents across six hamlets, this coastal village faces challenges ranging from the absence of structured waste management and limited access to formal education to constraints on economic opportunities and pressures from illegal land-use conversion.
Addressing these challenges requires more than a single intervention. It requires an approach that considers the coastal environment, livelihoods, community capacity, and resilience together.
Since 2022, CarbonEthics has been working alongside the Tanjungpakis community through environmental restoration, livelihood development, and community capacity building. Over time, these efforts have grown into a more integrated approach to community development. This journey has led to the launch of Rumah Karbon Biru (RKB).
Rumah Karbon Biru is designed as a community hub and operating platform that brings services, programs, and community enterprises together into one accountable system. RKB was shaped by challenges identified together with the community. Rather than treating environmental and socio-economic issues as separate concerns, the platform brings different areas of work together to support a more connected approach to community development.
At its core, RKB aims to create a space where community programs, local initiatives, and collaboration can come together to support more independent communities and sustainable livelihoods. The approach is built around four interconnected pillars, each addressing a different part of community resilience while contributing to one integrated system.
The first, Womenpreneurs Studio, focuses on creating stronger economic opportunities through local enterprise development, product innovation, value addition, and access to markets.
The second, Youth Talent Hub, focuses on the people who will carry these opportunities forward. Through the program, young people can build skills in areas ranging from financial literacy and entrepreneurship to product development, digital marketing, and institutional governance.
The third, Coastal Circular Economy, recognises that environmental resilience also depends on systems that work at the community level. RKB supports a village-led approach to waste management, connecting household waste segregation, the village waste bank, education, coastal clean-ups, and recycling opportunities.
And because Tanjungpakis is a coastal community, resilience also means being better prepared for coastal and climate-related risks. The Coastal Resilience pillar focuses on community capacity, disaster preparedness, early-warning systems, and Nature-based Solutions such as breakwaters
But while RKB brings different programs together, its foundation remains the community itself. Local groups play an important role in shaping and carrying forward the work in Tanjungpakis. The Mangrove Planting Group leads restoration along the coast. The Farmer Group supports mangrove planting and the expansion of rehabilitation efforts. The Women's Group develops mangrove-based products while building entrepreneurship and community-based livelihoods. And the Youth Organisation contributes to conservation and wider community development.
Their involvement reflects an important principle behind RKB: the platform is built with the community, not simply for the community. The aim is to build on the knowledge, relationships, and capabilities that already exist in Tanjungpakis, while creating new opportunities for those capabilities to grow.

This focus on community participation also shapes where RKB is headed next. The longer-term direction of Rumah Karbon Biru is to create pathways for greater community self-management. By 2027, the aim is to establish a cooperative group as a pathway toward community self-management, alongside a disaster-ready community equipped for longer-term opportunities beyond the intervention period.
The broader goal is a sustainable Tanjungpakis community with improved welfare, stronger ecosystem resilience and quality, and greater preparedness for disaster risks.
