In October 2025, the Indonesian Government issued Presidential Regulation No. 110 of 2025, replacing Presidential Regulation No. 98 of 2021 to further advance the development of Indonesia’s carbon pricing. The regulation provides stronger legal and operational foundations for carbon trading by addressing several key matters, including distinguishing Corresponding Adjustment (CA) and Non-CA transactions, as well as officially recognizing Voluntary Carbon Market (VCM) mechanisms and international standards to accelerate early participation and investment

Mechanism of Carbon Trading through Carbon Exchange Established

Indonesia is taking a major step forward by regulating carbon trading through the carbon exchange. OJK has issued Carbon Exchange regulation through Financial Services Authority Regulation Number 14 of 2023 (POJK 14/2023). Newly Issued Minister of Environment and Forestry Decree

Through the Minister of Environment and Forestry's Decree No. SK. 716/MENLHK/SETJEN/KUM.1/6/2023, the integration of the climate change agenda is mandated in instruments related to the Environment and Forestry sector. The decree also provides guidance for Forest Utilization Business License holders, outlining requirements based on relevant regulations for forest management and carbon trading. Issued on June 27th, 2023, this decree underscores the sector's commitment to climate action.

New Regulation Reveals Carbon Trading Mechanism in the Forestry Sector

Minister of Environment and Forestry Regulation No. 7 of 2023 on Carbon Trading in the Forestry Sector has been issued in Indonesia. This regulation contains policies for conducting carbon trading for companies that aim to control emissions and achieve climate targets through provisions for sustainable forest management and afforestation.

Indonesia to Enforce the Implementation of Carbon Pricing in the Power Plant Sub-Sector

Following the issuance of PR 98/2021 on Carbon Pricing, the Indonesian government is enforcing MEMR Reg 16/2022, which regulates the implementation of carbon pricing in the power plant sub-sector. The Development of Carbon Exchange in Indonesia

The enactment of Law 4/2023 in Indonesia establishes the Financial Services Authority (OJK Indonesia) to regulate carbon trading through carbon exchanges. The OJK's authority extends to granting business licenses to market organizers, and the carbon exchange is expected to commence operation once the carbon tax regulations and mechanisms are issued by the Indonesia Ministry of Finance.
