Indonesia Signed MRA with Verra to Strengthen Carbon Markets

On October 3, 2025, the Ministry of Environment/Environmental Management Agency signed a Mutual Recognition Arrangement (MRA) with Verra, one of the world’s largest international carbon standard organizations. CarbonEthics had the privilege to take part in this historic moment that reflects Indonesia’s strong commitment to a transparent and credible carbon market, while also paving the way for greater international cooperation. 


The agreements were signed by Ary Sudijanto, Deputy for Climate Change and Carbon Economic Value Governance at the Ministry of Environment, alongside Mandy Ambaros, the Chief Executive Officer of Verra.


“Indonesia remains committed to achieving inclusive, transparent, and high-integrity carbon trading by implementing all instruments mandated under the Paris Agreement. Maintaining carbon integrity is of utmost importance,” said Minister Hanif Faisol Nurofiq. He further emphasized that all benefits from carbon pricing must be dedicated to supporting mitigation and adaptation efforts in meeting Indonesia’s NDC targets.

He also highlighted that all the necessary frameworks and mechanisms for carbon trading are already in place, ensuring there are no longer any major obstacles. What remains is to continuously enhance effectiveness and efficiency in its implementation.


After successful MRAs with Gold Standard, GCC, and Plan Vivo, this partnership with Verra marks a significant leap for Indonesia’s carbon market. Verra has already registered 3 million tonnes of carbon credits from Indonesian forestry projects, with another 15 million tonnes to be issued.


Through the MRA, projects under Verra’s Verified Carbon Standard (VCS) can now also be registered in Indonesia’s national carbon registry, SRN-PPI. Verified Carbon Units (VCUs) will continue to be managed in the Verra Registry, with key information mirrored in SRN-PPI. This ensures Indonesia maintains oversight of its carbon assets while safeguarding transparency and alignment with its NDC targets under the Paris Agreement.


This collaboration improves competitiveness for companies and project developers to deliver high-quality carbon credits, while also building confidence among buyers and investors. Stronger standards will help unlock funding for vital climate and forestry initiatives, from mangrove restoration to forest and peatland conservation. With global demand for high quality carbon credits on the rise, this MRA reinforces Indonesia’s position as a leading player in the international carbon market.
